Tidy up the Media Admin

It would make a lot more sense if the admin for each notice board was split into separate pages. At the minute, if you want to write or edit an article, you have to wait for the site to load every single article that’s ever been written on that notice board, which can take quite a while for the bigger ones xD having it split into pages like the forums would make this a whole lot easier!

I think it’d also be useful if the option to delete an article was placed inside the ‘edit’ page, instead of being directly accessible from the main board. Partly because it takes up too much space (since the buttons aren’t aligned properly), but also because people edit articles way more often than they delete them, and it’s too easy to accidentally press the wrong button here D:
